Professional Work History:

2011 to April 2012 Consultant, Achilles Consulting, Mechanicsburg, PA  

  • Consulted the Archdiocese of Philadelphia on crisis management, policy/program evaluation and support and assistance issues relative to the Philadelphia District Attorney’s Office 2011 Investigative Grand Jury Report on Sexual Misconduct. 
  • Produced customized training and consultative service programs for clients including state agencies, county victim assistance programs, churches and related agencies/organizations. 
  • Developed various programs designed to assist parishioners in confronting past archdiocese issues and accepting investigative findings. 
  • Severed as a Substitute Teacher for the CAIU Guest Teacher Program and Substitute Teacher Services Inc.   

2006 to 2008 Consultant/Advisor, Archdiocese of Philadelphia, Philadelphia, PA 

  • Acted as the sole non-clergy advisor to Cardinal Justin Rigali assuming responsibility for policy and organizational change consulting. 
  • Consulted on victim response advocacy measures in support of 1.4 million parishioners and 88,000 Catholic School System children. 
  • Instituted multiple outreach programs utilizing various print/broadcast media, direct mailing and related promotional sources to enhance parishioner awareness. 
  • Collaborated with communication staff on messaging framing and acted as an initial point of contact for print/broadcast media interviews. 
  • Developed a Mental Health Services Guideline that simplified counseling and in-patient payment procedures while reducing barriers to service and improving confidentiality. 
  • Created multiple presentations and prevention programs including the Gift of Innocence a sexual violence prevention education program and the Witness to Sorrow victims’ impact roundtable.

1995 to 2005 Victim Advocate, Pennsylvania Office of the Victim Advocate 

  • Nominated by Governor Tom Ridge and unanimously confirmed by the Senate of the Commonwealth of Pennsylvania to serve as the first Victim Advocate. 
  • Represented the rights/interests of crime victims before the Department of Corrections and the Board of Probation and Parole with a focus on a victims request for parole denial or parole condition establishment.  
  • Drafted various pieces of legislation including the efforts to enhance the capacity of offenders to pay restitution through systemic change in the interlaced operations of the state and county collection systems.                                               
  • Led a critical incident response policy and training video development effort within the Board of Probation and Parole. 
  • Chaired the Justice Committee on the Family Violence Task Force and served on multiple boards and committees including the Commission on Crime and Delinquency.  
  • Designed, implemented and managed the Mediation Program for Victims of Violent Crime which became subject of a documentary that aired on MSNBC with portions shown on Oprah.

1993 to 1995 Director of Victim Services, Pennsylvania Department of Corrections 

  • Developed and implemented a statewide computer system that centralized victim inmate release notification across 21 state correctional facilities and three community corrections regional offices. 
  • Established a Department of Corrections Victim Service Advisory Committee and trained Department of Corrections Management on victimization concerns relating to release decision-making processes. 

1979 to 1993 Director of Victim Services, Philadelphia District Attorney’s Office 

  • Developed, implemented and managed various victim service programs and authored policy on the proper handling of victims’ threat, intimidation and harassment claims. 
  • Designed, developed and implemented a Witness Security Program that coordinated Commonwealth witness relocation efforts with law enforcement, housing and social service agencies. 
  • Conceived, secured funding and produced that nation’s first Court School Manual and Court School Training Film distributed to over 800 nationwide constituencies.
